can i rent rooms out of my private 4 Bedroom home.

My 60 year old mother has a 4 bedroom house; she wants to take in a few tenants and rent out two of the bedrooms. One per person (female) and allow each to pay $100 weekly as rent, she wants to provide : (heat, electric, cable all included) a furnished room, bed, sheets, blankets, ceiling fan, cable hookup (she pays for cable already) (no TV), use of shower and bathroom, they supply their own toiletries and towels, use of kitchen with limited cabinet and refrigerator storage, they can use the main living room but no over night guests. It is agreed upon that either the tenant or my mother can terminate the agreement at any time for any reason with sufficient notice. She lives in Springfield, MA. The home is a “picture postcard perfect” country home; super clean and all modern electric and heat.
She wants to know if she can have two tenant in her private residence and is she in compliance with any state laws.
