I used kitchen shears that are pretty good but I think I ruined them.
The pad is thick and I need to cut it to size for a few area rugs.
(me and my bright ideas. my hand is killing me.)

Get an exacto knife. That would be the best tool. Its the same thing as a box-cutter.

An Exacto knife has a thin weak blade and a pretty whimpy handle. Using it to cut the padding would wear out your hand again. Use a box cutter or utility knife with a stout handle. Hold a straight edge along your cutting line. I use a 2×4 stud. Put your weight on the wooden straight edge to mash down the material and to keep it from grabbing the blade and tearing while you cut. When I cut material like that, I actually stand on the 2×4 to hold it in place. Of course do it outside so that you don’t go through and cut your floor.

You can use a box cutter or utility knife. They sell carpet blades that can be swapped out for the angled blade than comes with your standard box cutter, but you probably won’t need to go to that length. Just be careful.
