Only way is to open a small hole and look inside. A stud finder won’t tell you anything except where the studs are.

A stud finder might give you some false readings. There are a few tools that can find electrical wiring inside walls. One example:

http://www.bmecsz.com/etool/electronicmeasure/aclivewirefinder.htm

Chances are that unless there are electrical appliances or lighting fixtures attached very near or on the soffit, you should be in the clear. The most important thing is that if you do disturb the wires, you quickly correct any issues you may have caused by drilling or nailing into them. You wouldn’t want a fire hazard.

You could of course make a hole and peek inside. otherwise, just use common sense. look at where the soffit ends. is there piping or ducts heat registers or electric or anything coming from that area. maybe in the next room or garage etc. if there is a second story to the house look directly above for those items too.
