why won’t my puppy use the dog-flap wen im not home .

my 4 month old american bulldog will go out using the dog flap to go 2 the toilet only wen i am in the house. If i go out or its bed time i will leave him downstairs in the kitchen he will not go out the dog flap he will just go in the kitchen anywhere any ideas please .
